Buongiorno!
I have seen the phrase Dove e la stazione written as Dov'e(accent) la stazione. When does one use mi dispiace instead of mi scusi when apologizing? Great lesson.

Yes you are right, it can be written both Dove è la stazione or Dov'è la stazione.
As regards mi scusi and mi dispiace, we use both these expression for aplologizing, but mi scusi is in the Lei form (Lei mi scusi), where Lei is the courtesy form that we use to speak formally. So you can use mi scusi with strangers or in a formal context, but you can use mi dispiace with anybody, with strangers but even with children, close friends or relatives.
